§ 32-1.    Legislative intent.

 

  The Board of Trustees of the Village of Saltaire has determined that, because the village is located on an island, geographically separated from convenient medical facilities, in order to protect and promote the health, safety and well-being of the residents of the village, and in the best interest of village residents, the Village intends to take measures to induce a physician to engage in the practice of medicine in the village during those times of the year that the village is most inhabited. To that end, the Village intends to make available to such physician or physicians as will conduct their practice in the village the rental of an office and a residence, at below market rentals, and to expend such public sums as are reasonably necessary to induce a physician to reside in the village and render such services.

 

 

§ 32-2.    Provision of physician's office and residence.

 

  The Board of Trustees is hereby authorized to lease to a physician or physicians Village-owned property for use as a physician's office and for use as a residence by such physician and to charge such rental therefor as the Board shall determine shall induce a physician to practice in the village, and otherwise on such terms and conditions as the Board shall, from time to time, deem necessary. The Board is authorized to expend such public funds as may be reasonably necessary to equip and maintain the office to be used as a medical facility, to furnish such supplies as the physician or physicians advise is reasonably required and to maintain the residential quarters made available to the physician or physicians induced to engage in medical practice in the village.

 

 

§ 32-3.    Medical Committee. [Amended 2/27/01 by L.L. No. 4, 2001]

 

A.                 The Board shall appoint a Medical Committee, consisting of three (3) members, to advise the Board of the conduct of medical services within the village, the quality thereof, the reasonableness of the fees charged therefor, and other matters of public health.

 

B.                 Upon the date of adoption of this section, the terms of all members of the Medical Committee then serving at the pleasure of the Board shall expire on the first day of June next following. On that date, all members of the Committee shall be appointed to staggered terms in the following manner: one (1) to an interim term of one three (3) years.  Thereafter, upon the expiration of each said term, members shall be appointed to full terms of three (3) years each. Nothing in this section shall be construed as prohibiting members of the Committee serving at the time of adoption of this section from appointment to further terms on said Committee as provided herein.

 

§ 32-4.    Alternate Members. [Amended 4/22/07 by L.L. No. 1, 2007]

 

A.                 The Board of Trustees of the Village of Saltaire hereby creates the position of Alternate Member of the Medical Committee of the Village of Saltaire

 

B.                 The Alternate Members shall be appointed by the Mayor of the Village of Saltaire subject to the approval of the Board of Trustees for terms which shall be established by the Board of Trustees.

 

C.                 The chairperson of the Medical Committee, as so designated by the Mayor, may designate an Alternate Member to substitute for a member of the Medical Committee when such member is unable to participate because of a conflict  of interest or for any other reason on a  matter before the Committee.. When so designated, the Alternate Member shall possess all the powers and responsibilities of such member of the Committee.   Committee meeting at which the substitution is made
